摘要
治理重心下移是当前基层治理的新趋势,为村民自治实践带来创新与改革契机,全国各地由此衍生出一系列自治新探索与新实践。湖北省秭归县在合村并组的宏观背景下,以"幸福村落"建设为创新点,探索出治理重心下移、自治单元下沉的乡村治理新模式。在乡村治理重心下移的潮流与趋势中,"幸福村落"运作机制依然存在一系列现实问题,这些问题表明,乡村治理重心下移并非提高治理有效性的充分必要条件。治理重心下移并不意味着自治单元的简单下沉与收缩,还需要建立一系列的有效运作机制、制度规范与治理规模相匹配,最终才能真正提高乡村治理的有效性。
The downward shift of governance focus is the new trend of grass-roots governance,which brings innovation and reform opportunities for villagers'autonomy practice,and a series of new exploration and practice of self-government are derived from this in all parts of the country.Zigui county,Hubei province,in the macro background of merging villages or groups,explores a new mode of rural governance in which the focus of governance shifts downward and the autonomous unit sinks,taking the construction of“happy village”as the innovation point.In the trend of downward shift of rural governance focus,there are still a seriesof practical problems in the operation mechanism of“happy village”.These problems show that the downward shift of rural governance focus is not a sufficient and necessary condition to improve the effectiveness of rural governance.The downward shift of governance focus does not mean that the autonomous unit simply sinks and shrinks,but also needs to establish a series of effective operation mechanisms,institutional norms and governance scale to match,finally can really improve the effectiveness of rural governance.
