摘要
现代风险社会中突发事件的多元性特点使得应急管理的多主体参与成为必要,社会治理的成熟使得这种参与成为可能。就我国现实情况来讲,作为承灾体的社会系统由党委领导下的政府、企业、非营利组织、公众及其相互关系构成,提升总体应急管理能力要从多主体的角度出发进行全面改进。在应急管理实践中,各主体具有不同的作用和特点:党委领导下的政府发挥着主导作用,企业责任承担和发展推进者的作用、非营利组织协同联系的作用及公众直接参与者的作用,共同支撑着应急管理各项工作的运转。以多主体参与为视角,全面提升总体应急管理能力要以制度改革变迁、各主体互动协同机制的完善、资源统筹管理的强化为着力点,实现各主体功能互助互补,构建共治共享的应急管理格局。
The characteristics of emergencies in modern society and the maturity of society governance make the participation of multi-agent in the emergency management necessary.In China,the social system as the hazard bearing body,is composed of the government which under the leadership of the Communist Party of China,enterprises,non-profit organizations and the public.It is important to comprehensively improve the emergency management capability from the perspective of the multi-agent participation.In the practice of emergency management,each subject has its effect and characteristics:the government plays a leading role,enterprises take the related responsibilities and promote the development of emergency management,nonprofit organizations play a part in coordination and connection,the public directly participants in emergency management.From the perspective of multi-agent participation,efforts should be made in the system construction,the multi-agent collaboration mechanism and the resource management to improve the emergency management capability and form the pattern of cogovernance and sharing.
