摘要
元宇宙的快速发展如同引发“数字大爆炸”,在带来科技进步、社会发展、生活便利、产业发展和巨大利益的同时,也不得不直面各种公共安全风险。元宇宙是实现数据自主的网络空间、是虚实共生的价值互联网,不仅将彻底改变人类的生活、生产和生存方式,经济形态也会发生极大变化。元宇宙存在不利益和无价值的方面,刑事风险广泛而深刻。有必要牢牢把握机遇期和窗口期,顺应时代潮流以及元宇宙“虚实共生”的发展特点,对元宇宙刑事风险进行系统的预防性治理。基于安全可信的元宇宙预防性治理方案,以建设网络强国、数字中国为战略目标,以维护安全可信价值互联网为目的,加快安全可信价值互联网的安全防御体系建设,推进国家安全体系和能力现代化,坚决维护国家安全和社会稳定。
The rapid development of the metaverse is like a"digital big bang".While bringing technological progress,social development,convenience of life,industrial development and huge benefits,the various public safety risks also arise.The Metaverse is a cyberspace for realizing data autonomy and a web of value where virtuality and reality coexist.It will not only completely change human life,living and production,but the economic forms will also undergo great changes.The Metaverse also has some disadvantages and no values in some respects,which will cause widespread criminal risks.It is necessary to firmly grasp the opportunity to follow the trend of the times and the characteristics of the Metaverse's"coexistence of virtuality and reality",and carry out systematic preventive governance against the criminal risks in the Metaverse.A safe and trustworthy preventive governance plan for the Metaverse,guided by the strategic goal of building a powerful Internet Country and digital China and maintaining a safe and trustworthy internet,will accelerate the construction of its security defense system,promote the modernization of national security system and capabilities,and resolutely maintain national security and social stability.
