摘要
铸牢中华民族共同体意识,是所有民族工作的“纲”。我国的民族事务法治建设,应当将铸牢中华民族共同体意识的主线地位贯穿全过程。首先,发挥宪法作为国家根本大法的作用,挖掘《宪法》中的铸牢中华民族共同体意识蕴含。其次,以铸牢中华民族共同体意识为主线,坚持和完善民族区域自治制度。再次,建立更为完备的中华文化法律保护体系,为构筑中华民族共有精神家园提供法治保障。复次,以铸牢中华民族共同体意识为衡量标准,加强和改进民族工作地方立法。最后,运用法治思维处理民族事务,严格执法、公正司法。
To foster a strong sense of community for the Chinese nation is the guiding principle of all ethnic work. During the whole process of building a law-based governance on ethnic affairs,we should stick to the guideline of fostering a strong sense of community for the Chinese nation. Firstly,we should uphold the Constitution’s role as the fundamental law of a country,and explore the Constitution for its connotation of fostering a strong sense of community for the Chinese nation. Secondly,with our focus on fostering a strong sense of community for the Chinese nation,we should adhere to and consummate the system of regional ethnic autonomy. Thirdly,we should construct a more comprehensive legal system to protect Chinese culture,so as to provide legal guarantee for the establishment of the sense of belonging for the Chinese nation. Fourthly,we should take the fostering of a strong sense of community for the Chinese nation as a criterion and promote local legislation on ethnic affairs. Lastly,we should handle ethnic affairs under the guidance of the rule of law,enforce the laws strictly,and ensure judicial justice.
