摘要
基础教育改革的国家逻辑是指由中央政府主导,为了实现国家意志和最大限度增进公共利益,制订统一的教育改革政策、规范或标准,通过国家掌握的权力、资源去推动实施教育改革的机制、法则。基础教育改革的国家逻辑强调中央政府具有行政任免、调动资源、制定政策的权力,能够要求地方政府服从中央权威,统一执行中央政府颁布的教育改革政策。国家逻辑在我国基础教育改革中的作用方式,一是日常颁布教育改革计划或政策,引导、推进地方实施教育改革;二是适时出台有关教育改革政策,干预地方"偏离"或"执行不力"行为。我国基础教育改革的国家逻辑受到官僚制和社会群体这两种因素或力量的制衡。在我国未来基础教育改革中国家逻辑依然会发挥主导作用,但是应妥善处理好国家与官僚、国家与社会群体之间的关系,协调公共性与个体性。
The national logic of basic education reform refers to the mechanism and principles of education reform driven by the central government,in order to realize the national will and maximize the promotion of public interests,formulate unified educational reform policy,norms or standards,and promote the implementation of education reform through the power and resources held by the state. The national logic of basic education reform emphasizes that the central government has the power of administrative appointment and removal, resource mobilization and policy formulation, and can and should require local governments to obey their own authority and uniformly implement the education reform policies promulgated by themselves. The role of national logic in China’s basic education reform is to promulgate education reform plans or policies on a daily basis to guide and promote local implementation of education reform. Second,timely promulgate relevant education reform policies to intervene local "deviation" or "ineffective implementation". In the reform of basic education of our country,the national logic is affected by bureaucracy and social groups. In China’s future basic education reform,the national logic will still play a leading role,but the relationship between the state and the bureaucracy,the state and social groups should be properly handled to achieve the coordination of publicity and individuality.
