摘要
行政体制比较是公共行政学科的一个分支学科,在二战后逐渐由零散研究走向系统。目前行政体制比较框架主要有传统比较框架、官僚制比较框架、发展行政框架、行政生态学比较框架与中程理论框架几种模式。这些框架在具体比较过程中各有优劣,而本文尝试构建的“实然—使然—应然”的行政体制比较框架将上述几种模式进行融合,借助传统比较框架和官僚制比较框架进行“实然”比较,借鉴行政生态学比较框架比较“使然”,运用发展行政框架分析“应然”,为行政体制比较教学与研究提供一个综合的思路,以实现行政体制比较认识、借鉴与理论建构的目的。
The comparative study of administrative system is a branch of public administration,which gradually developed from scattered research to systematic research after World War II.At present,the comparative framework of administrative system mainly includes traditional comparative framework,bureaucratic comparative framework,developmental administrative framework,administrative ecology comparative framework and medium range theoretical framework.These frameworks have their merits and demerits in the process of concrete comparison,and the comparative model of“reality-cause-ought”which this paper tries to construct combines the above-mentioned modes.The aim of the new framework is to provide a comprehensive analytical thinking for comparative research and teaching of public administrative system so as to realize the target of comparative study which is understanding,drawing lessons and theoretic conceiving.
