摘要
新冠肺炎疫情引发的舆情暴露出现行政府信息公开在应对突发公共卫生事件中的局限性,主要问题在于突发公共卫生事件信息发布机制的不完备、信息输入渠道单一、早期警示信息发布的缺失、信息发布主体不明、信息沟通不畅等。为此,有必要揭示突发公共卫生事件中政府信息公开所具有的特性及其应然要求,完善突发事件信息发布制度,建立多元参与的信息输入系统,确立早期警示信息的发布规则,重置公开义务主体,建立完备的信息交流机制,以期为突发公共卫生事件的应急治理提供制度保障。
The public exposure caused by COVID-19 shows the failure of the current government information disclosure system in dealing with public health emergencies.The main issues are incompleteness in the system of government information disclosure under public health emergencies,single information input channels,lack of early warning information release,unclear information release subjects,and poor information communication,and so on.In this regard,It is necessary to reveal the characteristics and requirements of government information disclosure in public health emergencies,improve the opening mechanism of information of emergent events,establish an information input system with multiple participation,establish the release rules of early warning information,reset the subject of disclosure obligations,and establish a complete information exchange mechanism,so as to provide institutional guarantee for emergency management in public health emergencies.
