摘要由于邻避设施中蕴含着的负外部性会导致公众产生强烈的负面情绪,在项目进程中极易演化为大规模的群体性事件,造成人员伤亡,使项目无法顺利完成。在邻避项目实施过程中,有效的风险沟通是缓解公众抗拒心理的重要途径。通过梳理风险沟通的相关研究成果,从沟通主体、沟通渠道、沟通信息三个维度构建风险沟通有效性的影响因素模型,并结合邻避冲突产生的内在机理,提炼得到二级变量框架,对30个典型邻避案例进行清晰集定性分析,探索邻避事件中风险沟通效果的影响机制。研究发现:邻避项目类型变量出现在所有路径中,据此归纳为两种模式。在有安全隐患的邻避事件中,沟通策略以政府引导为主的沟通更加有效;在没有安全隐患的邻避事件中,沟通策略以及时疏导情绪为主的沟通更加有效。为此建议在邻避风险沟通中要重视邻避项目类型,加强沟通主体的权威性、沟通渠道的多样性以及沟通信息的及时性。 Due to the negative external qualities inherent of NIMBY facilities,the public will have strong negative emotions,which can easily evolve into large-scale mass incidents over the process of the project,resulting in casualties,so that the project cannot be successfully completed.During the NIMBY project implementation,effective risk communication is an important way to alleviate public resistance.By sorting out the relevant research results of risk communication,this paper constructs the influencing factor model of the effectiveness of risk communication from the three dimensions of communication subject,communication channel and communication information,and combines the internal mechanism of NIMBY conflict to refine and draw out a secondary variable framework.A clear cluster analysis was conducted on 30 typical NIMBY cases to explore the influence mechanism of risk communication effect in NIMBY events.The study found that NIMBY project type variables appeared in all paths,which could be divided into two modes.In NIMBY incidents with hidden security risks,communication strategies based on government guidance are more effective;In NIMBY incidents without security risks,communication strategies based on timely emotional communication are more effective.Therefore,it is suggested that in NIMBY risk communication,attention should be paid to NIMBY project types,and the authority of communication subjects,diversity of communication channels and timeliness of communication information should be strengthened.
