说与不说的距离:基层公务员建言与沉默的选择与转化——一项扎根理论探索被引量：1

The Distance between Saying and Not Saying:The Choice and Transformation of Voice and Silence of Grassroots Civil Servants——An Exploration Using Grounded Theory Approach

摘要担当是新时代干部队伍建设的新趋势和严要求,作为公共权力执行者的基层公务员,面对勇于担当的建言和有所不为的沉默要如何选择,是值得探讨的重要议题。基于理论性取样获取65份有效样本,运用扎根理论方法厘清基层公务员建言与沉默的“意向—行为”差距,挖掘建言与沉默之间的转化路径。研究发现,基层公务员对说与不说的选择,既是建言者、领导者、旁观者互动性的人际博弈过程,又是过去与现在、建言与沉默交互影响的利弊权衡过程。基层公务员建言与沉默在意向与行为之间存在差距,背后缘由呈现出重要他人表达对其心理认知与实际建言的社会影响,以及依托价值取向对其内心感受与实际沉默的认知评价,并且建言与沉默之间存在持续作用过程与动态转化路径。 Taking charge is the new trend and strict requirement of the construction of the cadre team in the new era.Grass-root civil servants as executors of public power,how to choose and transform in the face of the voice of taking charge and the silence of inaction is an important issue worth discussing.Based on the theoretical sampling,65 valid samples were obtained,and the“intention-behavior”gap between voice and silence of grass-roots civil servants was clarified by using grounded theory approach,and the transformnation path between voice and silence was explored.The study found that the choice of grass-Toots civil servants to say or not to say is not only the interactive interpersonal game process of the proposer,leader and bystander,but also the trade-off process of the interaction effects between the past and the present,and between the proposer and the silence.There is a gap between the inention and behavior of the grass-roots civil servants’voice and silence.The reasons behind the gap present the social impact of the important others’expression on their peychological cognition and actual voice,and the cogritive evaluation of their inner feelings and actual silence rely on their value orientation,and there is a continuous process and dynamic transformation path between voice and silence.
