组织理论视角下重大突发事件管理成效研究——以我国新冠肺炎疫情应对为例被引量：2

A Study on the Effectiveness of Major Emergency Eanagement from the Perspective of Organizational Theory——A Case Study of COVID-19

摘要在重大突发事件中,事件的高度不确定性、复杂性使应急管理体系面临严峻考验。一个运行良好的应急管理体系既需要一定的治理能力,也需要相应的治理合法性,国家的组织安排与合法性都会影响重大突发事件管理的成效。基于此,本文从组织理论视角出发,整合应急管理体系中的“组织”“环境”因素,构建“价值选择——组织协同——公众感知”的解释框架,以新冠肺炎疫情防控为例,阐释价值选择、组织协同、公众感知与应急管理成效间内在逻辑特性,探讨和认识重大突发事件情境下应急管理实现的逻辑。研究发现:“以人民为中心的”价值选择和高效的组织协同能力为应急管理提供了外在规约;公众感知重塑了管理的行动边界,公众对政府与执政党的信任加速了管理成效的实现;价值选择、组织协同、公众感知在相互影响与匹配中推动管理成效的实现。本文为认识和构建重大突发事件管理基础理论做了探索性思考,并立足重大突发事件管理成效实现的逻辑,提出下一步研究的可能方向。 In the major emergency events,high degree of uncertainty and complexity makes emergency management system facing a severe test.A well-functioning system of emergency management needs both certain management ability,and corresponding governance legitimacy,organization system and legitimacy will affect the results of major emergency management.Based on this,from the perspective of organization theory,this paper integrated emergency management system of the"organization"and"environment"factors,built the framework of"value choice,organization coordination,public perception",through the case analysis of COVID-19 prevention and control,explained the internal logic characteristics between emergency management performance and the value selection,organization,coordination,public perception,and fnally,explored effective methods of the major emergency management.The study found that:"people centered"value choice and efficient organization coordinated ability for emergency management provides the external code;Public perception reshapes the boundary of emergency management,the public’s trust in the government and the party accelerates the implementation of management effectiveness;value selection,organization,coordination,and public perception promote the realization of the management performance.This paper made a exploratory thinking for the understanding and construction of major emergency management basic theory,and put forward the possible direction of further research.
