摘要
风险与人类社会共存,不断给人类带来各种挑战,为了应对各种突发事件,几乎每个国家都建构了相对完善的应急体制机制。中国是世界上自然灾害最为严重的国家之一,同时随着经济、科技等快速发展,各类重特大事故频发,影响着国家和社会的公共安全。党的十八大以来,习近平总书记就推进国家治理体系和治理能力现代化作出重要论述,而作为应对非常态社会的国家应急管理体系和应急治理能力也是其重要组成部分。习近平总书记对新时代应急管理所遵循的基本原则和实践方向提出了新思想、新论断,具有重要的时代价值。
Risk coexists with human society and it bring various challenges to the mankind continuously,most countries in the world have constructed a relatively complete emergency response system in order to respond to various emergencies.China is one of the countries with the worst natural disasters in the world,and with the rapid development of economy and technology,various accidents occur frequently,affecting public safety of our country.Since the 18 th National Congress of the Communist Party of China,General Secretary Xi Jinping has made an important statement on advancing the modernization of the national governance system and governance capabilities.Also emergency management system and emergency management capabilities are important parts.In this regard,General Secretary Xi Jinping puts forward new ideas and new judgments on the basic principles and practical directions of emergency management in the new era,which has important value in our times.
