摘要
政府部门间的有效合作是应急管理体制的基础,更是应对突发事件重要条件。本文以武汉市突发事件应急预案为研究对象,运用社会网络分析方法生成武汉市应急部门网络结构图,从部门整体网络(网络密度、网络距离)、部门个体网络(网络中心度)、部门团体网络(凝聚子群、核心—边缘结构)三个维度以及六个指标对武汉市部门间的网络结构特征进行测量,揭示了应对突发事件时的部门间的合作网络关系。研究结果表明,武汉市部门整体网络凝聚力较强,各部门联系较为紧密;网络中心度较高的部门在整个网络的地位与影响力更大,拥有更多的权力;部门之间形成了联系紧密小团体,团体内部之间联系密切;居于核心位置的部门掌握更多信息与资源,成为多个突发事件的牵头部门,并引领着边缘部门参与协调,边缘部门因其关联度不高,在整个网络中具有独立性与脆弱性。因此,在我国应急管理实践中更加重视应急管理部门间的协调合作,将有助于增强我国应急管理能力与应急效率。
Effective cooperation between government departments is the foundation of the emergency management system and an important condition for responding to emergencies.In this paper,taking the emergency response plan of Wuhan City as the research object,the network structure diagram of the emergency department of Wuhan City is generated by using the social network analysis method,and the five indicators of network density,network distance,network centrality,and cohesion subgroup in the social network analysis are selected,and the network structure characteristics between departments in Wuhan are measured from the three dimensions of the overall network of the department,the individual network of the department,and the network of the department group,and the cooperative network relationship between the departments in response to emergencies is revealed.The results show that the overall network cohesion of Wuhan departments is stronger,and the departments are more closely linked;the departments with higher network center have greater status and influence in the entire network and have more power;the departments with close ties between departments have formed small groups with close ties,and the departments in the core position have more information and resources,become the leading departments of multiple emergencies,and lead the marginal departments to participate in coordination,and the marginal departments have independence and vulnerability in the entire network because of their low relevance.Therefore,paying more attention to the coordination and cooperation between emergency management departments in China’s emergency management practice will help enhance China’s emergency management capacity and emergency efficiency.
