中西部高职院校实施“银龄计划”的价值意蕴、实践困境与纾解策略

Value Implications,Practical Dilemmas and Relief Strategies of Implementing the"Silver Age Program"in Higher Vocational Colleges in Central and Western China

摘要 在人口老龄化背景下实施“银龄计划”,对中西部高职院校的课程建设与教学改革、科研发展与团队建设、社会服务与继续教育功能、行业影响与社会声誉等具有多维价值。基于文本分析发现,实施“银龄计划”存在政策执行不到位与配套制度不健全,以及银龄教师身份定位不清与经验传承不畅、薪酬待遇与激励机制不合理、准入与退出机制不完善的实践困境。对此,建议推进“银龄计划”政策执行与配套制度完善、强化银龄教师身份定位与经验传承、完善银龄教师待遇保障与激励机制、健全银龄教师准入与退出机制。 Against the backdrop of population aging,the implementation of the"Silver Age Program"in higher vocational colleges in central and western China holds multidimensional values in aspects such as curriculum development and teaching reform,scientific research advancement and team building,social service and continuing education functions,as well as industry influence and social reputation.Through textual analysis,it is found that the implementation of the"Silver Age Program"faces practical dilemmas,including inadequate policy implementation and unsound supporting systems,unclear identity po-sitioning of silver-age teachers and poor experience inheritance,unreasonable salary and incentive mechanisms,and imperfect admission and withdrawal mechanisms.In response to these issues,this paper puts forward suggestions:promoting the policy implementation of the"Silver Age Program"and improving supporting systems,strengthening the identity positioning of silver-age teachers and facilitating experience inheritance,optimizing the welfare guarantee and incentive mechanisms for silver-age teachers,and perfecting the admission and withdrawal mechanisms for silver-age teachers.
