摘要
弹性抑或刚性是当前关于高校教师退休年龄的主要争议。从政策依据、政策立场和目标群体三方面来看,基于实足年龄还是异质性生命历程模式,是退休年龄设定方面的重要争议;强调群体性规范或是个体能动性,是政策设计立场方面的主要分歧;围绕目标群体冲突的争议,则是中青年教师与年长教师之间的代际博弈。对此,应完善并运用多样化的政策工具箱,关注集体规则之外的自由个性,打破高校人才发展的制度性障碍。
Flexibility or rigidity was the main controversy about the retirement age of university faculty.It analyzed this problem from such three aspects of policy basis,policy stance and target group.Based on the chronological age or the heterogeneous life course model,it was an important debate about the setting of retirement age.Emphasizing group norms or individual initiative was the main difference of policy stance.The intergenerational game between younger faculty and senior faculty,was the key controversy over the conflict of target groups.Then,it should improve and apply the diversified policy toolbox,pay attention to the free personality outside the collective rules,and break the institutional obstacles to the talent development.
