摘要
“党领共治”的核心是将党组织视为乡村治理的主要行动主体,它面向群众日常生活,践行党的群众路线,体察民情民意,回应民生诉求,密切党群关系。案例村积极践行“五组一联”治理模式,构建了“组织-主体-情感-利益”相互嵌合的实践机制。通过组织再造、主体重建、情感培育和利益联结等机制,它成功将农民组织起来参与乡村建设与社区治理,形塑了“党领共治”的治理格局。在这种治理格局中,村党组织在乡村治理中的政治属性和服务属性相辅相成。以联系与服务为核心、以行动与实践为原则的党领共治,是将村党组织的政治功能与服务职能联结起来的纽带,也是将农民组织起来的关键,它已超越了一般意义的党建引领范畴。
At the core of“Party-led co-governance”is the positioning of Party organisations as the principal agents of rural governance.This model focuses on villagers’everyday lives,adheres to the Party’s mass line,addresses public concerns,responds to livelihood needs,and strengthens Party!mass relations.The case village actively implements the“Five Groups,One Link”governance model,constructing a practical mechanism in which organisations,subjectivities,emotions and interests are mutually embedded.Through mechanisms such as organisational reconstruction,reconstitution of subjectivity,emotional cultivation and interest alignment,it has effectively mobilised farmers to participate in rural development and community governance,thereby shaping a distinctive Party-led co-governance structure.Within this framework,the political and service-oriented functions of the village Party organisation are mutually reinforcing.Grounded in engagement and service and guided by action and practice,Party-led co-governance serves as a vital link between the Party’s political role and its service functions at the grassroots level.More importantly,it provides a key pathway for organising farmers collectively,thereby moving beyond the conventional scope of Party-building leadership.
