摘要
党的建设与党的事业密不可分,党的组织嵌入治理,有助于更好坚持党的领导,更好坚持和完善中国特色社会主义制度,推进国家治理体系和治理能力现代化。党建承载组织延续与国家治理双重功能,前者是作为组织的政党生存、发展的必然要求,后者是作为领导党和执政党而形成的领导地位和执政地位的必然要求。政党嵌入治理,是实现党的建设进而以党的建设推动治理的有效路径,也是新时代党建的价值取向与制度安排。通过严密的组织体系,党建引领治理的理念,以及区域化党建、党建联建等制度安排,在将政党嵌入社会(各单位、地域)的同时,推动了对社会的有效治理。作为一种治理体系的党建,为推进基层党建、巩固党的组织开辟了广阔空间,也为思考党建与治理关系打开了新的思路。
The Communist Party of China(CPC)is the ruling party of contemporary China and the core leadership of socialism with Chinese characteristics.Strengthening the self-building of the Party(i.e.,Party building)is indispensable for maintaining and improving the socialist system with Chinese characteristics,and modernizing China’s governance system and governance capacity.Party building of the CPC undertakes the dual functions,i.e.,organizational continuation which is necessary for the survival of the political party as an organization,and state governance which is necessary as the leadership and ruling position of the Party.Party-embedded-governance is an effective way to realize Party building and promote governance through Party building.It is also the value orientation and the institutional arrangement of Party building in the new era.Through a rigorous organizational system,the idea of governance led by Party building,and institutional arrangements such as regional Party building and joint construction of Party building,promote the effective governance of the society,while embedding the political party into the society(units and territories).As a governance system,Party-embedded-governance has opened up a broad space for promoting grassroots Party building and consolidating the Party organization,and a new way of considering the relationships between Party building and governance.
