Evolutionary Learning and Governance Diversity in Policy Experimentation——A Comparative Case Study of Administrative Approval System Reform

摘要作为顶层设计与地方探索相结合的组织方式,政策试验针对特定议题提出框架性目标,创设试验场域,推动了地方性知识的生成与发展。文章整合试验学习中认知与规范的双重逻辑,将演化学习划分为溯因学习、演绎学习、归纳学习、协商学习四种形式,提出理解治理多样性的解释性框架。通过对行政审批制度改革的比较案例分析,可以看出各地在情境化的初始政策规划下,形成了差异化的政策方案选择,最终生成了多样化的治理安排。研究发现,演化学习能够持续强化政策试验的有效性与兼容性。其中,由问题驱动的议题建构、情境驱动的路径选择、认知驱动的效果检验以及规范驱动的政策整合,共同构成试验驱动治理多样性的生成逻辑。 As an organizational approach integrating top-level design with local exploration,policy experimentation proposes framework objectives for specific issues,creates experimental arenas and drives the generation and development of local knowledge.This study integrates the dual logics of cognition and negotiation within experimental learning,categorizes evolutionary learning into four forms—abductive learning,deductive learning,inductive learning,and deliberative learning—and proposes an explanatory framework for understanding governance diversity.Through a comparative case analysis of the administrative approval system reform,it reveals that under context-specific initial policy planning,localities formed differentiated policy scheme choices,ultimately generating diversified governance arrangements.The study finds that evolutionary learning can continuously enhance the effectiveness and compatibility of policy experimentation.Specifically,problem-driven issue construction,context-driven path selection,cognition-driven effectiveness verification and norm-driven policy integration collectively constitute the generative logic through which experimentation drives governance diversity.
