摘要
新质生产力人才是最具能动性、创新性的生产要素,是加快培育发展新质生产力的第一资源。在文献研究的基础上,首先,将新质生产力人才分为从事基础研究的科学家、具有战略眼光的管理人才、高技能应用人才、创新型企业家四类,选择24位具有代表性的标杆人物,收集反映其特征的文献资料共计433684字。采用经典扎根理论的研究方法对文献资料进行三级编码,获得340个初步概念和34个核心范畴,并归纳出不同类型新质生产力人才特征差异,初步构建了新质生产力人才特征模型。其次,邀请了从事基础科学研究的学者、企业高级管理人才、高技能应用人才和创新型企业家共30人对构建的新质生产力人才特征指标进行评价。根据专家评分结果,删除了13项分值较低的指标,最终保留21项指标。最后,采用层次分析法对指标赋权,据此构建新质生产力人才评价指标体系,该体系包括知识、能力、态度、动机、性格5个维度及下属21项二级指标,涵盖了新质生产力人才的典型特征,可用于新质生产力人才的早期识别选拔和培养开发。
Talent in new quality productive forces represents the most dynamic and innovative production factor and serves as the primary resource for accelerating the cultivation and development of new quality productive forces.Based on literature research,this study first categorized talent in new quality productive forces into four types:scientists engaged in basic research,strategic management talent,highly skilled application talent,and innovative entrepreneurs.Twenty-four representative benchmark figures were selected,and 433,684 words of literature reflecting their characteristics were collected.Using the research method of classical grounding theory,the literature materials were subjected to three-level coding,resulting in 340 preliminary concepts and 34 core categories.Differences in characteristics among different types of talent in new quality productive forces were summarized,and a preliminary model of characteristics for talent in new quality productive forces was constructed.Subsequently,30 individuals,including scholars engaged in basic scientific research,senior enterprise management talent,highly skilled application talent,and innovative entrepreneurs were invited to evaluate the characteristics of new talents.Based on expert scoring results,13 indicators with lower scores were deleted,leaving 21 final indicators.Finally,The analytic hierarchy process(AHP)were employed to assign weights to the indicators,upon which an evaluation index system for talent in new quality productive forces is constructed,which includes five dimensions of knowledge,ability,attitude,motivation and personality,with 21 subordinate second-level indicators,covering the typical characteristics of talent in new quality productive forces and can be utilized for early identification,selection,training and development of such talents.
