摘要
发展0~3岁婴幼儿照护服务被视为减轻父母育儿压力、提振生育意愿的重要手段。自2019年重启托育服务体系建设以来,我国普惠性托育服务取得快速发展,但是也存在托位总量不足和存量空置,入托需求大与送托行为少,家庭需求多样化与托育供给单一化,高质量托育期待与办托水平良莠不齐,托育师资存量不足与增量缓慢、流失严重等多重结构性矛盾。本文从优化顶层设计、丰富托育服务供给形式、建设托育服务人才队伍、提升政策透明度等四个方面提出政策建议,以期优化托育服务供给结构,促进我国0~3岁婴幼儿普惠性托育服务高质量、可持续化发展。
Developing care services for infants and young children aged 0 to 3 is seen as an important means to alleviate parental parenting pressure and boost fertility desire.Since the restart of the construction of childcare service system in 2019,China’s generally beneficial childcare services have achieved rapid development,but there are also various structural contradictions.This study suggests optimizing the top-level design of childcare services,enriching the supply forms of childcare services,strengthening talent cultivation of childcare services,and enhancing the transparency of childcare policies,in order to promote the high-quality and sustainable development of generally beneficial childcare services for infants and young children aged 0 to 3 in China.
