摘要 0—3岁托育服务政策是我国为满足人民群众对儿童公共照护的切实需求,减轻或消除家庭生育顾虑的生育支持政策之一。新时代,托育服务政策是我国为提振生育率,贯彻落实生育调整的一项主要配套服务政策。基于史密斯模型,分析我国托育服务政策执行过程发现,存在政策顶层设计不完善、执行主体力量薄弱、政策执行对象对托育服务认知存在偏差、政策执行环境支撑力度不够等制约因素。推动0—3岁托育服务政策有效实施,需要从完善顶层设计、强化政策执行主体力量、转变传统家庭养育观念、优化政策实施环境等方面进行完善,以寻求托育服务政策有效实施路径。 The childcare service policy is one of the childbearing support policies in China to meet the practical needs of the people for public care of children and to alleviate or eliminate family childbearing concerns.The childcare service policy is a major supporting service policy for China to boost the fertility rate and implement the fertility adjustment.Based on the Smith policy implementation process model,this paper constructs a theoretical framework to analyze the implementation process of China′s childcare service policy,and finds that the top-level design of childcare service policy is not perfect,the strength of the main body of policy implementation is weak,the cognitive bias of the policy implementation object on childcare service exists,and the support of the policy implementation environment is insufficient.To promote the effective implementation of the 0-3 year old childcare service policy,it is necessary to improve the top-level design,strengthen the main force of policy implementation,change the traditional family rearing concept,and optimize the policy implementation environment,so as to seek the effective implementation path of childcare service policy.
