摘要
面对日趋数字化、复杂化与多元化的超大城市治理环境,敏捷治理成为推动超大城市治理能级提升的重要治理范式。本研究尝试在既有研究基础上构建数字化转型期超大城市敏捷治理框架并以此为基础分析及预测上海“一网统管”的发展与优化。研究发现,上海“一网统管”体现出以数字化转型为起点拥抱变化、以人民为中心提升处置效率、兼顾灵活与稳定调适情境、打破条块壁垒并纳入多元力量、形成“感知预测-快速回应-高效处置”闭环流程、嵌入政策与技术手段等超大城市敏捷治理要素。同时,在超大城市敏捷治理框架下,上海“一网统管”也面临一些困境,未来应积极在多元目标平衡、整体协同优化及治理工具耦合匹配等方面继续优化。
Facing the increasingly digitalized,complex and diversifiedgovernance environment of mega-cities,agile governance has become an important governance paradigm to promote the upgrading of mega-cities'governance level.This study attempts to build a agile governance framework for megacities'in digital transformation on the basis of existing research,and to analyze and predict the development and optimization of“One Network Unified Management”in Shanghai on this basis.The study found that Shanghai's“One Network Unified Management”embodies the following features,such as embracing change with digital transformation as the starting point,enhancing handling efficiency with a focus on the people,adapting to the situation with flexibility and stability,breaking down barriers between sectors and incorporating multiple forces,forming a closed-loop process of“perception prediction-rapid response-efficient handling”,and embedding policies and technical means.At the same time,under the framework of agile governance of mega-cities,Shanghai's“One Network Unified Management”also faces some difficulties,and should be actively optimized in the future in terms of balance of multiple objectives,overall collaborative optimization and the coupling and matching of governance tools.
