摘要城市治理是国家治理体系和治理能力现代化的重要内容,超大城市治理在城市治理中举足轻重。中国特色超大城市既有国际超大城市的共同特征,又有扎根中国客观实际的历史和时代特征。把握中国特色超大城市的特殊内涵,是探索超大城市治理逻辑的必要前提。超大城市治理现代化的过程也是法治化的过程,在法治轨道上推进超大城市治理是国家治理现代化和中国式法治现代化的必然要求,是实现国家城市治理良法善治的必由之路。在中国特色城市发展和中国特色社会主义法治道路的实践探索中,形成了中国特色超大城市治理法治现代化理论,这既丰富了中国特色城市治理理论体系和中国特色社会主义法治理论体系,又能指导中国特色超大城市治理实践。 Urban governance is a crucial component of the modernization of the national governance system and governance capabilities,and the governance of megacities plays a crucial role in urban governance.Chinese megacities not only share the common characteristics of international megacities,but also have historical and contemporary characteristics rooted in the objective reality of China.Grasping the special connotations of Chinese megacities is a necessary prerequisite for exploring the legal governance logic of megacities.The process of modernizing the governance of megacities is also a process of legalization.Advancing megacity governance within the framework of the rule of law is an inevitable requirement for the modernization of national governance and the modernization of Chinese style legal governance.It is the only way to achieve good governance in urban governance.Through the practical exploration of Chinese megacity development and the path of socialist rule of law with Chinese characteristics,a theory of legal modernization of Chinese megacity governance has been formed.This not only enriches the theoretical system of Chinese urban governance and the theoretical system of socialist rule of law with Chinese characteristics but also provides guidance for the practice of Chinese megacity governance.
