基于TOPSIS法和熵值法的我国高等教育高质量发展水平测度与评析被引量：13

The Measurement and Evaluation of the High⁃quality Development Level of Higher Education in China--Based on TOPSIS Method and Entropy Method

摘要运用TOPSIS法和熵值法分别测度我国高等教育高质量发展水平测度体系中人才培养—科学研究—社会服务—文化传承创新—国际交流合作5个子系统的运行状况,引入协调度函数度量5个子系统之间的协调性,用协调度表征高等教育高质量发展水平。通过研究表明:高等教育高质量发展水平各子系统表现差异,广东、江苏和浙江文化传承与创新水平较高,北京、上海和湖北人才培养水平较高,江苏、广东和北京科学研究水平较高,北京、江苏和浙江社会服务水平较高,江苏、上海和北京国际交流合作水平较高。我国高等教育高质量发展综合水平不高,平均得分仅0.213,总体上呈现“东部领先、中部一般、西部落后”的空间特征。 By using TOPSIS method and entropy method,this paper measured the operation status of five independent subsystems of high⁃quality development of higher education,i.e.,personnel training,scientific research,social service,cultural inheritance and in⁃novation,and international exchange and cooperation.It introduced the coordination function to measure the coordination among the five subsystems,and used the coordination degree to characterize the high⁃quality development level of higher education.The results show that the five sub⁃systems of high⁃quality development of higher education present different;Guangdong,Jiangsu,Zhejiang,etc.have a high level of cultural inheritance and creation;Beijing,Shanghai,Hubei,etc.have a high talent cultivation level;Jiangsu,Guangdong,Beijing,etc.have a high scientific research level;Beijing,Jiangsu,Zhejiang,etc.have a high social service level;Jian⁃gsu,Shanghai and Beijing have a high international exchange level.The overall level of high⁃quality development of higher education is not high,with an average score of 0.213;and it presents a spatial characteristic that“the east is leading,the middle is mediocre and the west is behind”.
