摘要
随着中国特色社会主义步入新时代,加快建设一批高水平有特色的民办高校,是我国高等教育实现内涵式发展、解决教育发展不平衡不充分问题、破解民办高等教育"质量洼地"现象的紧迫需要。当前,建设高水平民办高校面临外部制度供给存在缺陷、办学经费捉襟见肘、内部法人治理结构失序、社会评价体系不健全等瓶颈问题。对此,需要科学谋划,多管齐下:实施"高水平民办高校"工程,助推高质量发展;健全内部治理结构,形成高水平治理能力;拓宽资金来源渠道,建立高水平筹资机制;优化民办教育外部环境,建立高水平政策保障体系。
As socialism with Chinese characteristics enters a new era,accelerating the construction of a number of high-level private colleges with characteristics is an urgent need for China’s higher education to realize connotative development,solve the problem of unbalanced and inadequate education development,and crack the phenomenon of“low quality”in private higher education.At present,the construction of high level private colleges is facing the bottleneck problems such as the defects of external system supply,the insufficient funds for running schools,the disorder of internal corporate governance structure,and the unsound social evaluation system.In this regard,we need scientific planning and multi-pronged efforts:implementing the“high level private colleges”project to boost high-quality development;improving the internal governance structure to form a high-level governance capacity;broadening the source of funds to establish a high-level financing mechanism;optimizing the external environment of private education and establish a high-level policy guarantee system.
