风险管理视域下营利性民办高校公信力的困境及治理路径

The Dilemma and Governance Path of the Credibility of Profitable Private Universities from the Perspective of Risk Management

摘要民办高校选择登记为营利性,在一定程度上激活了自身的办学自主权及发展生命力,但也不可否认地放大了其营利形象。这种营利性质虽然在法律系统内得以确立,但在社会认知系统内仍尚未确立,极易造成公信力困境。本文在风险管理视域下借鉴COSO企业风险管理框架,对营利性民办高校公信力困境的形成机理及治理路径展开研究。针对高校在治理结构、办学目标及内外部环境等方面存在风险隐患而导致的公信力困境,未来应完善分类管理政策,提升教育之治的风险防范水平;提高风险治理层次,夯实办学治校的风险回应能力;加强教育质量监管,规避办学市场的风险冲击力度;涵养教育价值共识,避免基于认同的风险隐忧发生。 The choice of private universities to register for profit has to some extent activated their autonomy and development vitality,but it also has undeniably magnified their profit image.Although this choice of private universities to register for profit has been established within the legal system,it has not yet been established within the social cognitive system,which can easily lead to credibility difficulties.This article draws on the COsO enterprise risk management framework from the perspective of risk management to study the formation mechanism and governance path of the dilemma of credibility in for-profit private universities.In response to the dilemma of credibility caused by risks and hidden dangers in the governance structure,educational objectives,and internal and external environment of for-profit private universities.In the future,we should improve the classification management policy and enhance the risk prevention level of education governance,improve the level of risk management and strengthen the risk response ability of school management,strengthen the supervision of education quality and avoid the risk impact of the education market,cultivate a consensus on the value of education and reduce the occurrence of risks and hidden worries based on identification.
