摘要
人工智能技术是引领社会进步和产业发展的重要力量,人口老龄化加速、养老服务需求增加促进了人工智能与养老服务的融合。发达国家相继出台了人工智能养老发展战略和政策文件,这些实践活动为我国人工智能养老战略的实施提供了丰富的经验。梳理和归纳美国、英国、荷兰、日本、新加坡五国人工智能养老战略与政策文件中的主要内容和特征,结合中国实际,应从促进养老战略与老龄化政策衔接、形成协同治理局面、制定伦理道德规范、提升老人利用智能设备能力等方面优化我国人工智能养老战略。
Artificial intelligence technology is an important force leading social progress and industrial development.The acceleration of population aging and the increase in demand for elderly care services have promoted the integration of artificial intelligence and elderly care services.Developed countries have successively issued artificial intelligence elderly care development strategies and policy documents.These practical activities have provided rich experience for the implementation of China’s artificial intelligence elderly care strategy.This article sorts out and summarizes the main content and characteristics of the artificial intelligence elderly care strategy and policy documents of the United States,the United Kingdom,the Netherlands,Japan and Singapore.Combined with the actual situation in China,suggestions for optimizing China’s artificial intelligence elderly care strategy are proposed from the aspects of promoting the connection between the elderly care strategy and the aging policy,forming a coordinated governance situation,establishing ethical codes,and improving the ability of the elderly to use smart devices.
