摘要
社会保障与时代发展相适应。从劳动就业角度看,人工智能的介入使得机器人逐渐成为最主要的劳动力,使得就业结构更加单一、自主择业成为主流以及人力资本普遍闲置。这就对现行的、基于工业社会建立的社会保险制度带来新的挑战,表现为使社会保险参保资格模糊化、缴费主体隐匿化、项目设计融合化乃至社会保险待遇谈判虚化。因此,积极应对人工智能时代的社会保障挑战,需要我们注重社会保障制度的顶层设计,完善社会保险参保资格,优化社会保险缴费结构,探索建立国民年金制度,弱化社会保险的市场主义、效率主义倾向,强化普遍主义,促进社会和谐发展。
Social security has always adapted to the development of the times.From the perspective of labor and employment,artificial intelligence will gradually make robots the most important labor force,leading to a simpler employment structure,fiexibility in employment and idle human capital.These changes bring challenges to the current social security system based on industrial society,including the ambiguities in social insurance coverage and contributors,scheme integration and futile negotiations on social insurance benef ts.To actively respond to the challenges confronting social security in the era of artif cial intelligence,we need to focus on the top-level design of the social security system,improve the design of social insurance eligibility and contribution structure,and explore the establishment of a national public pension system.The social security system needs to weaken its tendency of being market and efficiency-driven,instead strengthening universality and social harmony.
