摘要
采用文献资料调研、社会调研、比较研究等方法,对2022年北京冬奥会推动京津冀冰雪旅游公共服务协同发展策略进行了研究。研究认为,北京冬奥会与京津冀一体化发展的双重政策叠加为京津冀冰雪旅游公共服务协同发展提供了制度保障;北京冬奥会推动京津冀冰雪旅游公共服务场馆设施建设加快,冰雪旅游公共服务京津冀协同性显现,国际冰雪赛事品级提升,冰雪旅游公共服务持续受益。目前京津冀冰雪旅游公共服务存在的主要问题包括:京津冀冰雪旅游公共服务有效供给、文化特色、地域功能特色等不足,推进京津冀冰雪旅游公共服务协同发展已成当务之急。由此,借鉴欧美国家相关经验,提出了北京冬奥会推动京津冀冰雪旅游公共服务协同发展策略:构建北京冬奥会推动京津冀冰雪旅游公共服务协同发展的运行机制,构建北京冬奥会推动京津冀冰雪旅游公共服务协同发展的保障体系,构建北京冬奥会推动京津冀冰雪旅游公共服务协同发展的多元化供给模式,创新京津冀冰雪旅游公共服务协同发展支撑平台,构建北京冬奥会推动京津冀冰雪旅游公共服务协同发展协会治理模式。
Using documentary, social investigation and comparative methods, this paper analyzes the public service of ice-snow tourism synergetic development, which is facilitated by Winter Olympic Games in Beijing-Tianjin-Hebei Region. The study suggests that the dual policy of the integrated development of the Beijing 2022 Olympic Winter Games and of the Beijing-TianjinHebei Region provides institutional guarantee for coordinated development of public services in regional ice-snow tourism. The Beijing 2022 Olympic Winter Games accelerates the construction of regional ice-snow tourism public service venues, the regional synergy of the ice-snow tourism public services, the increase in international ice-snow events, and the continued benefit from ice-snow tourism public services. Currently, the main problems in public services of Beijing-Tianjin-Hebei ice-snow tourism includes: insufficient supply of regional ice-snow tourism public services, insufficient cultural characteristics, and insufficient regional functional characteristics. Therefore, promoting the coordinated development of public services in ice-snow tourism has become a top priority in the Beijing-Tianjin-Hebei Region. Referencing from relevant experiences of foreign countries, such as the US and other European countries, this paper proposes the following specific and concrete initiatives: building a public services development mechanism, constructing a complete security system, forming a multiplex supplies pattern, innovating Beijing-Tianjin-Hebei ice-snow tourism public service synergetic development supporting platform and raising a promoting strategy of associating governance. These proposals can establish and secure the synergetic development and provide references both in theory and practice.
