摘要
即将到来的后双重管理体制时代对行业协会商会发展提出了新的挑战。行业协会商会将面临行业利益代表不足和过度代表会员利益、组织能力难以适应新的机遇和挑战等问题,政府主导的监管体制也将难以满足规范和促进行业协会商会发展的需要。为适应新的管理体制,促进行业协会商会的发展,迫切需要建立行业协会商会的联合性组织、建立行业协会商会内部均衡机制,以改善行业利益的代表性;通过完善法人治理结构、建设学习型组织等内部途径,以及完善监管机制、加大政府扶持、加强组织间合作等外部途径来提升行业协会商会的组织能力;在完善政府监管体制的同时,加快社会监管体制的建设,以实现合规性监管与行业协会商会依法自治的统一。
In the forthcoming era of post dual management system,the industrial associations will meet some new challenges.The industry interests will be inadequately represented,or the interests of the members will be excessively represented.The industrial associations will be short of capacities to adapt to the new opportunities and challenges.And the supervision system which is dominated by the governments will also be difficult to rule or promote the development of industrial associations.In order to adjust to the new management system,it is imperative to establish a union organization of industrial associations and build an internal balance mechanism to enhance the representativeness of industrial associations,the industrial associations should improve their organizational capacities through internal ways such as constructing the corporate governance structure,setting up learning mechanism,and also through some external ways such as strengthening the government support and the cooperation between organizations.The government should also improve extant supervision system and speed up the construction of the social supervision system,so that the supervision and the autonomy of the industrial associations in accordance with law can be coordinated.
