摘要
技术治理是社会治理变革的基础和推动力,其在基层治理实践中的运用会对乡镇干部的行动产生一定的影响。已有研究侧重于从制度约束与个体理性视角解释乡镇干部行动,缺少技术治理视角下的关注。那么,在政策执行过程中,技术治理何以影响乡镇干部行动?论文以X市精准扶贫政策为例,通过实地调查和访谈的方法收集资料,采用过程分析法剖析技术治理对乡镇干部行动的影响机制。研究发现,技术治理通过加大政策执行风险的问责机制与压缩自由裁量权的数字化技术两种路径影响乡镇干部行动;在对政策特征进行识别的基础上,乡镇干部根据技术治理介入程度,策略式地采取权力寻租、形式主义、避责和程序性行动。论文从问责机制的制度赋能与数字化技术的工具赋能两个层面探讨技术治理如何影响乡镇干部行动,扩展了乡镇干部行动的研究视角,为完善人才保障机制提供了依据和方向。
Technical governance is the foundation and driving force of social governance reform. Its application at the grassroots seems to affect the management behaviors of township cadres. Because current studies have focused on the aspects of institutional constraints and rationales at the individual level,there has been little analysis of the actions taken by township cadres in the context of technical governance. To fill this void,this paper presents our empirical study of data collected through interviews and observation. We found technology governance affected the actions of township cadres concerning their accountability and discretion based on digital technology. Township cadres chose strategic courses of action such as rent-seeking, formalism, accountability avoidance, and proceduralactions after analyzing relevant policies and technology governance. This paper focuses on technical governance in terms of accountability mechanisms and digital technology and the changes caused by technical governance on the actions of township cadres. It provides a new perspective on township cadres research and suggests actions for improving talent incentives.
