摘要
为衡量政策偏差对地方经济发展的影响,引入表征中央和地方政府的政策偏差度指数,并考虑政策偏差对于城镇化率的调节作用。研究结果表明,政策偏差给地方政府带来的竞争优势有所降低,甚至随着城镇化率的提高向相反的方向发展。考虑到空间集聚性因素,这一机制得到进一步验证。说明地方政府行使"自由裁量权"时,将根据自身情况进行选择,在城镇化率低时会选择较大的政策偏差,但在城镇化率较高时,则与中央政策保持一致以获得本地竞争优势,中央政府在政策制定过程中应注意各地的差异性。
In order to measure the impact of policy bias on local economic development,the policy bios index representing central and local governments was introducted,and the regulating effect of policy bias on the urbanization rate was considered.The results show that the competitive advantage brought by policy deviation to local governments has been reduced,even with the improvement of urbanization rate,it is developing in the opposite direction.Considering the factors of spatial agglomeration,this mechanism has been further verified.It shows that when local governments exercise"discretion",they will choose according to their own situation.When the urbanization rate is low,they will choose larger policy deviation.But when the urbanization rate is high,they will obtain local competitive advantage by keeping in line with the central policy.The central government should pay attention to the differences of different regions in the process of policy-making.
