摘要
在新一轮的地方高校教师职称评审监管改革进程中,北京市、黑龙江省、福建省、重庆市、陕西省高校教师职称评审的政府监管政策文本,重点反映了监管目标上坚持政府监管与高校自主相统一,监管制度上法律规范与专业规则相结合,监管机制上过程监管与结果监管相促进等共性特征。新阶段,应加快推动地方高校教师职称评审监管,实现主体上从评审监管向评审治理转变,依据上从硬法为主向软法硬法结合转变,理念上从静态监管向静态动态并重转变。
In the new round of the reform of the supervision and evaluation of teachers'professional titles in local universities,the texts of government supervision policies in Beijing,Heilongjiang,Fujian,Chongqing,and Shanxi Provinces highlight the common features of government supervision and university autonomy,the combination of legal norms and professional rules in the supervision system,and the promotion of process supervision and result supervision in the supervision mechanism.In the new stage,it is urgent to speed up the promotion of the evaluation and supervision of professional titles of teachers in local colleges and universities.The main body of governance has changed from review and supervision to review governance,and the rules of governance has shifted from hard law to soft law and hard law,and the concept of governance shifted from static supervision to dynamic supervision.
