摘要
在当前我国树立正确职称评价导向的背景下,有必要借鉴成熟的职称治理模式以改革和完善高校教师职称制度。就德国高校教师职称制度的四个运行阶段而言,其通过强调将代表成果和实践经验作为任职资格、依据复杂透明的招聘流程、打造“非升不走”和动态优化的晋升通道、形成终身制与有限聘期结合的退出机制,对高校教师职称治理体系进行有效构建和规约。根据德国对其高校职称制度纾困改革的路径和方式,可以总结其特征在于不拘一格擢升青年优秀人才、跳脱常规保障学术职业稳定、确保教授具有行政核心地位等三个方面,从而对我国高校教师职称制度形成一定的启示和借鉴。
At present, China is in the period of reform and perfection of the teachers’ title system in colleges and universities.It is necessary to obtain reference and enlightenment through the mature model of professional title system. The university teachers’ professional title system in Germany emphasizes the use of representative achievements and practical experience as the reflection of teachers’ qualifications, a complex and transparent recruitment process, the dynamically optimized promotion channel of “promotion with changing universities”, the formation of an exit mechanism combining lifetime tenure and limited employment period. Therefore, the teachers’ title system has been effectively constructed and regulated in Germany. The characteristics of the reform of the professional title system of universities in Germany can be concluded as: promoting outstanding young talents without sticking to one pattern, guaranteeing academic career stability, and ensuring professors to have the key influences of administration. Based on the experience, we can get certain enlightenment and reference.
