摘要
中国社会已经进入了高风险阶段且面临多重叠加风险。以互联网、大数据、云计算和5G通信技术为标志的新兴技术的广泛应用正在推动智慧城市和智慧社区建设走向新的发展阶段。高风险社会的智慧社区建设,既需要充分挖掘和利用新兴技术所带来的治理效能,又需要规避技术风险复杂性及其与传统风险的叠加效应。针对人工智能技术风险的敏捷治理完全可以应用到智慧城市和智慧社区的建设中来,这需要考虑五个维度上的变革:适应性治理理念、风险响应的社区多元共治体系、风险预测与防控的城市与社区联动机制、助推式的风险治理政策工具、社区层面的首席信息官制度。在智慧社区的推进环节,需要城市与社区的顶层设计,需要充分考虑风险感知、决策分析、组织协同、合作治理、社区动员与科技赋能等多个关键环节及其衔接,以综合打造高风险社会的智慧社区敏捷治理体系。
Chinese society has entered a high-risk society and is faced with multiple overlapping risks.The wide application of new emerging technologies marked by the Internet,big data,cloud computing and 5G technology is pushing the construction of smart cities and smart communities to a new stage of development.To build a smart community in a high-risk society,it is necessary not only to fully exploit and utilize the governance efficiency brought by emerging technologies,but also to avoid the complexity of technological risks and the overlapping effect with traditional risks.Agile governance,which was used to deal with the risks of AI technology and industry,can be applied to the construction of smart cities and smart communities.Therefore,the article suggested that the five dimensions should be considered:adaptive governance concept,riskresponsive community multi-governance system,linkage mechanism between cities and communities for risk prediction and prevention and control,boost-type risk governance policy tools,and CIO system in the community level.Last but not least,for building smart community with agile governance,we probably need a top-level design that seeing city and community as one system and full considerations on risk perception,decision analysis,organizational collaboration,cooperative governance,community mobilization and technological empowerment.
