摘要地方政府面临角色冲突时的行为逻辑对地方政府间关系的影响尚未获得充分关注。采用无结构观察法和深度访谈法,对东西部交界区域的DX合作试验区的案例研究结果表明,当面临角色冲突时,地方政府对理性人和代理人双重角色的整合使其进化为借助虚泛响应中央指令之外观来掩护切实维系自利诉求之本心的表态型政权经营者,进而将地方政府间关系形塑为"凝聚为表、疏离为实"的分立型联合体。它在行动者角色、动机、组织形态、激励机制、行为空间和防护保障等方面,均呈现出有别于传统竞合关系的个性化特征。分立型联合体是对地方政府间关系"竞合二分法"的理论增补,凸显了"分权-威权"的结构性张力,修正了地方政府面临角色冲突时行为选择的理论预设,拓展了政权经营者理论的释义空间,但作为一个根植于案例研究的微观理论,其适用范围仍有待进一步的实证考查。 The objective of this paper is to illustrate the impact of local government’s behavior logic on the relationship between local governments when they faced with role conflicts.And an exploratory case study adopting the methods of unstructured observation and in-depth interview,was conducted.The analysis,based on abundant empirical material from DX Interprovincial Pilot Cooperation Zone,reveals that when facing role conflict,the integration of the dual roles makes local government become declared regime operator whose behavior logic could be characterized as by virtue of the appearance of responding to central command to cover the instinct of self-interest,forms the relationship between local governments into a separated coalition which seemingly unitive but actually dispersive.Its individual characteristics are distinctly different from traditional relationship of competition and collaboration in terms of actor’s role,motivation,organizational form,incentive mechanism,behavior space,and self-protection guarantee.The marginal contribution of this paper is complementing the competition-collaboration dichotomy of local government relations,highlighting the structural tension of decentralization-authoritarianism,revising the theoretical presupposition of local government’s choice of behavior when faced with role conflicts,and expanding the interpretation space of the theory of regime operator.However the key limitation of the study is that as a micro-theory derived from case study,its application scope still needs further empirical examination.
