Evaluation of the Coupling and Synergy between Ecological Tourism and Targeted Poverty Alleviation in National Parks——A Case Study on Shennongjia

摘要生态旅游扶贫作为“五个一批”脱贫的重要组成部分,对促进贫困地区人口致富大有裨益。国家公园地区以生态旅游业为主导,存在着经济与环境的双重掣肘,更需获得精准扶贫政策扶持。考量到精准扶贫强调持久性的特点,本文以现处于规避返贫风险阶段的神农架国家公园为例,使用当地2008—2018年的生态旅游和精准扶贫数据,对其进行耦合分析,研究结果表明:(1)2008—2015年,耦合度及耦合协调度均处初级水平;2015—2018年,耦合协调度由中度协调变化为高度协调,变化过程主要受经济及政策环境影响。(2)目前当地生态旅游与精准扶贫协同效果良好,但未达到最佳状态。基于此,本文从资源利用、产业结构、组织结构、旅游效益四个方面提出了相关对策。 As an important part of“five batches”poverty alleviation,ecotourism poverty alleviation is of great benefit to promoting the prosperity of the population in poverty-stricken areas.The national park area is dominated by ecological tourism,there are double constraints of economy and environment,so it needs to be supported by targeted poverty alleviation policies.Taking into account the characteristics of precision poverty alleviation emphasizing persistence,this paper takes Shennongjia National Park,which is currently in the stage of avoiding the risk of returning to poverty,as an example,and uses the local ecological tourism and precision poverty alleviation data from 2008 to 2018 to conduct a coupled analysis.The results show that:(1)From 2008 to 2015,the coupling degree and the coupling coordination degree were both at the primary level;from 2015 to 2018,the coupling coordination degree changed from moderate coordination to high coordination,and the change process was mainly affected by the economic and policy environment.(2)At present,the synergy between local ecological tourism and targeted poverty alleviation is good,but it has not reached the best state.Based on this,this paper puts forward relevant countermeasures from four aspects:resource utilization,industrial structure,organizational structure,and tourism benefits.
