摘要
高等教育评价的实质是治理。改革开放以来,我国逐步建立了多主体、多形式相结合的高等教育评价制度和评价体系,在促进高等教育发展和提升高等教育治理能力中发挥了积极作用。同时,我国高等教育评价还存在着评价主体单一、评价标准单一、评价主体利益表达机制不畅以至利益冲突等问题。在新时代推进高等教育治理体系与治理能力现代化的要求下,完善高等教育评价体系、提升高等教育治理能力,要紧紧围绕推进高等教育内涵式发展、建设高等教育强国这一目标,完善相关政策、法规体系,促进管办评分离,明晰政府、高校和社会中介组织机构在高等教育治理与评价中的责权利,建立各主体间更加紧密和更加有效的合作对话机制,实现高等教育整体效益最大化。
Governance is the fundamental element of higher education evaluation.Since the reform and openingup policy,China has established an evaluation system that involves multi-stakeholders and multi-forms,which has played an important role in promoting the development of higher education and in improving its governance ability.However,there still exist many problems such as evaluation without multilateral participation,uniform evaluation criteria,poor expression mechanism that results in conflicts of interest among stakeholders.Under the requirement of promoting the modernization of higher education governance system and management ability in the new era,we should closely focus on the goal of promoting the connotative development of higher education and building a powerful country in higher education,improve the relevant policies and regulations system,promote the separation of management and evaluation,clarify the responsibilities and rights of government,universities and social intermediary organizations in the governance and evaluation of higher education,establish a closer and more effective cooperative dialogue mechanism among the various stakeholders,and realize the maximization of higher education benefits.
