摘要
随着城镇化进程的推进和农村青壮年劳动力进城务工规模的不断增加,农村留守儿童问题已经引起了社会各界的广泛关注。留守儿童在学业、心理健康、犯罪防治与被害预防等方面不可避免地受到父母外出的影响。本文以农村留守儿童为研究对象,分析了留守儿童福利政策的影响因素,主要包括留守儿童父母的就业机会、留守儿童居住条件及留守儿童受教育机会。建议:建立大数据平台提升留守儿童福利优势;利用大数据构建以家庭为单位的研究对象;针对不同地区的留守儿童提供精准的对应服务;以科技为手段提供便捷高效的报告产出解决方案。
With the advancement of urbanization,the scale of rural young and middle-aged workers entering the city for employment has increased rapidly in China.As a result,the problem of left-behind children in rural areas has aroused widespread attention.Left-behind children are inevitably impacted by the absence of their parents with respect to academic achievement,mental health,crime prevention and victimization prevention.This paper analyzes the contributing factors of welfare policy concerning left-behind children,including the employment opportunities of left-behind children's parents,the living conditions and the educational opportunities of left-behind children.Finally,it makes recommendations for improving the welfare of left-behind children in rural areas through the use of big data:(1)constructing big data platform to enhance the wellbeing of left-behind children;(2)identifying family as the unit of analysis using big data;(3)providing precise support services for left-behind children in different regions;and(4)providing effective and efficient solutions by means of technology.
