摘要
体育社会组织改革是体育治理现代化的核心议题。从技术治理逻辑-行动策略选择的视角"全景式"诊断体育社会组织改革现存问题,提出改革实施策略。研究认为,技术治理构成了体育社会组织改革的支配性逻辑,在实践领域催生了对行政科层制的高度依赖,公共权力机构组织内嵌,绕开体制存量走增量,政府导向的组织行为等偏离宏观政策导向的应对性行动策略,诱发了制度存量积累与改革路径锁定、组织公共性弱化、发展预期模糊、组织功利化等问题。围绕体育治理现代化纵深推进,体育社会组织改革必须超越技术治理逻辑,以重构存量制度为取向,消除政策不协调张力,调整政社关系,规范监管体制,培育独立自主运作机制,形成持久而稳定的改革发展预期。
Sports social organization reform is the core issue of sports governance modernization. From the perspective of technical governance logic-action strategy selection, this article researches the problems of sports social organization reform and gives implementation strategies. The conclusions are as follows: Technology management is the dominant logic of sports social organizations reform;in practice, technological management has resulted in the high dependence of the reform of sports social organizations on administration, the embeddedness of public power organizations, the increment of institutional stock, the government-oriented organizational behavior and other problems, which deviate from the macro-policy-oriented coping strategies.These problems and then lead to the accumulation of institutional stock, reform path lock, organizing public attenuation,development of fuzzy expected tropism, organization, etc. In order to ensure the further development of sports governance modernization, the reform of sports social organization should go beyond the logic of technical governance, take the reconstruction of stock system as the orientation, eliminate policy tension, adjust political and social relations, standardize the supervision system,cultivate independent operation mechanism, form a lasting and stable expectation of reform and development.
