摘要
贫困解释从理论上涵盖结构与文化两大路径,由此贫困治理亦延伸出以经济、技术为中心的结构取向的贫困治理模式,及以减少贫困文化、改变贫困人口生活方式的文化取向的贫困治理模式。在三十多年的以市场经济为导向的反贫困行动中,我国大部分的贫困人口实现了脱贫,但是在接下来的贫困治理中不仅需要从物质层面进行脱贫,更需要对以往结构取向治理模式的价值、理念的反思,从而尊重原有的文化生态系统,走出一条文化取向的贫困治理模式。
The interpretation on poverty theoretically contains structural approach and cultural approach,therefore,poverty alleviation also includes two models,one with cultural approach based on economy and technology,the other with cultural approach aiming at alleviating poverty culture,and changing the lifestyle of the poor.In the anti-poverty with economic orientated marketing economy over the past thirty years,the majority of the poor in China successfully got rid of poverty.However,as for the poverty alleviation in the following years,it is not only necessary to throw off poverty in terms of materials,but also it is important to reflect on the value,concept of the previous poverty alleviation model with structural approach,so as to explore a model with cultural approach which respect the original cultural eco-system.
