摘要
"互联网+政务服务"已成为政府职能转变的新动力和推进政府治理现代化的重要抓手。"互联网+政务服务"推进过程中存在着线上线下融合难、体制机制不完善、网上政务服务水平弱、发展环境亟待优化等问题,有必要从体制机制、基础支撑、人文关怀、法治环境等方面深入剖析这些痛点难点堵点的诱因,继而遵循创新协同、共享开放、智慧治理、透明法治的发展理念,合理谋划"互联网+政务服务"发展路径,以期为深化政府职能转变和加快推动政府治理现代化进程提供重要支撑。
The"government services via internet plus"has become a new engine of the government functions transformation and a key point of the modernization of administration.While the implement of the "government services via internet plus"has some problems,such as obstacles to combine online and offline,imperfect of mechanisms,low levels of online service and request to update the systems.Such that it needs to thoroughly analyze the problem from different angles like mechanisms,base support,and humanistic care and law systems.After that,following the ideas of innovation and collaboration,share and opening,intelligent governance and judicial justice,the government should explore a path for the "government services via internet plus " to support the government functions transformation and improve the modernization of administration.
