人力资本与产业结构匹配对投资效率影响的实证分析 被引量:13

Empirical study on the impacts of the matching between human capital and industrial structure on investment efficiency

摘要 本文从人力资本与产业结构匹配的角度分析了投资效率的影响因素。采用中国30个省份1997-2013年省际面板数据,估计了人力资本与产业结构匹配度对地区投资效率的影响,并且进行了稳健性检验。在度量人力资本与产业结构的匹配程度时,利用系统理论和耦合理论,构建了匹配度的测算模型,对人力资本与产业结构的匹配程度进行了测算和分析。研究表明:中国人力资本与产业结构的匹配度整体较高,随时间变化有上升的趋势,但各省间的差异较为明显;人力资本与产业结构匹配度的提升能够提高地区投资效率。各地区在制定产业结构政策时,应注重与其人力资本禀赋相适应,提高两者匹配程度,进而改善投资效率,从而提高经济增长质量。 The Chinese economy has reached a New Normal stage, characterized by a shift from rapid growth to moderate rapid growth. Therefore, transforming economic growth patterns and improving the quality of economic growth are required. Improving investment efficiency is an important means and key factor in this transformation. Here, we analyzed the factors influencing investment efficiency and the match between human capital and industrial structure. The article, using data in 30 provinces from 1997 to 2013, established a panel data model which takes matching degree as the main explanatory variable and estimates the effects of matching between human capital and industrial structure on regional investment efficiency. Stabile tests were then run. We measured the matching degree between human capital and industrial structure using system theory and coupling theory, and tried to establish a coupling model of the human capital-industrial structure system and establish an index system with rich connotation. From the provincial horizontal and temporal vertical, we analyzed the matching degree. We found that the degree of matching between human capital and industrial structure in China is high overall and the trend is upward, but differences among provinces are obvious. Improvement in the matching degree between human capital and industrial structure increases regional investment efficiency and the result is steady. Therefore, when governments at all levels focus on improving human capital and upgrading industrial structure, they should pay more attention to the matching and coordination. The policy for industrial structure should be made according to local human capital and other factor endowments, or increasing policy of human capital be made according to the distribution of local industrial structure and actual development in order to increase the matching degree, and improve investment efficiency and the quality of economy growth.
