摘要
区域经济、科技创新、科技人才三个系统的耦合协调对于区域发展具有重要的推动作用,文中基于系统间耦合作用机理,构建了系统耦合协调发展评价指标体系,运用耦合协调度评价模型对中国东、中、西部地区11个典型省市的耦合协调度进行评价,并运用空间统计工具分析了时空演化过程。结果表明:1)2008-2017年各省市综合发展指数不断提高,东部高于中部高于西部,两极分化逐渐消失;2)耦合指数高值区域面积逐渐减少,低值区域面积逐渐增加,中、西部耦合指数高于全部省市的平均水平;3)各省市协调指数均有较大的提高,东部地区全部属于中级协调以上,呈现"东高西低"的空间格局,区域间两极分化现象一直存在。最后,提出了促进区域协调发展的对策建议。
The coupling coordination of regional economy-S&T innovation-S&T talents plays an important role in promoting regional development.Based on the coupling mechanism,the evaluation index system of coupling coordinated development was constructed.The coupling coordination degrees of 11 provinces and cities in China were evaluated and spatial-temporal evolution process was analyzed by using spatial statistical tools.The result shows that the comprehensive development index of all provinces and cities continued to increase from 2008 to 2017.The comprehensive development index of the eastern region was higher than the central region,and the central region was higher than the western region.The polarization gradually disappeared.The high-value area of coupling index gradually decreased,while the low-value area gradually increased.The coupling indexes of the central and western regions was higher than the average level of all regions.The coordination indexes of all provinces and cities had been greatly improved,and provinces of the eastern region were all above intermediate coordination,showing a spatial pattern of higher in the eastern region and lower in the western region.The regional polarization existed all the time.Finally,some suggestions were put forward to promote the coordinated development of these regions.
