摘要
社会稳定风险评估是预防和化解社会矛盾的重要工具,目前主要采用分析式评估模式。然而受影响群体的风险感知是社会稳定风险评估中的重要变量,仅仅依靠专家和科学技术评判风险等级,难以保证评估的科学性和民主性。因而有必要结合参与式评估模式,将受影响的群体纳入整个评估过程,并赋予该群体相应的知情权、参与决策权、建议权、监督权和评价权。这样才能发挥社会稳定风险评估的重大作用,以促进科学决策和民主决策。
Social stability risk assessm ent is an im portant tool for preventing and solving social problem s,and ana-lyzation evaluation m ode is applied currently. H ow ever,w e cannot guarantee the scientific and dem ocratic evaluation only according to the grades evaluated by experts and science and technology since the perception of risk of the group influ-enced by social problem s is a significant variable in social stability risk assessm ent. T herefore, participation evaluation m ode should be com bined ,w hich m eans that taking the group influenced by social problem s into consideration ought to be put in to the w hole evaluation process and the group influenced by social problem s ought to be given corresponding rights such as right to learn the truth, right to participate in decision-m aking, right to offer suggestion, right to super-vise,and right to evaluate. O nly in this w ay can social stability risk assessm ent play an im portant role,w hich w ill pro-m ote scientific and dem ocratic decision.
