摘要
新兴技术风险是伴随着第四次工业革命的澎湃发展而日渐显现的陌生风险。此类风险有着比传统风险更高的渐进性、隐藏性、耦合性和高度的不确定性等特征。传统的风险治理体系在思维模式、管理体制、治理机制与方法乃至治理文化氛围上都不太适应新兴技术风险带来的新变化与新挑战。有必要推动公共管理部门的风险治理转型,积极开展新兴技术风险的适应性治理,坚持主动性、前瞻性和包容性原则,在结构可塑性、制度匹配性、机制弹性和时机灵活性等多个方面进行调适与改进,不断提升新兴技术风险的治理效能。
Emerging technology risks are unfamiliar risks that appear with the rise of the fourth industrial revolution.This kind of risk has the characteristics of higher progressiveness,concealment,coupling and high uncertainty than traditional risks.The traditional risk governance system is not well adapted to the new changes and new challenges brought by emerging technology risks in terms of thinking mode,management system,governance mechanism and methods,and the overall cultural atmosphere.It is necessary to promote the transformation of risk management in the public management sector,actively carry out adaptive governance of emerging technology risks,adhere to the principles of proactiveness,forward-looking and inclusiveness,in terms of architectural plasticity,system matching,mechanism flexibility and timing flexibility Carry out adjustments and improvements to continuously improve the governance effectiveness of emerging technology risks..
