摘要
在社会稳定风险评估工作中编制、实施和推广行业标准涉及若干理论和实际问题。本文从实务的角度,采取创新行业标准规范与促进行业可持续发展二者并行共进的思路,对编制行业标准的目的和依据、基础和条件、内容和范围进行初步探索;就编制行业标准的基本流程、技术路径,研制稳评行标的整体框架和具体条文等作出描述;对稳评行标制定工作中需要特别关注的重点问题进行讨论,以促进国内社会稳定风险评估行业标准的出台和推动整个行业的可持续健康发展。
In the social stability risk assessment work preparation,implementation and promotion of industry standard involves a number of theoretical and practical problems.This article from the perspective of pragmatic,innovation industry standards and promote the sustainable development of the industry both in parallel in the train of thought,to prepare the industry standard and basis for the purpose of,basis and condition,content and scope carries on the preliminary exploration;The basic process of the industry standard,technical path,the overall framework and development of stability evaluation of line mark to describe such as specific provision;For stability evaluation of line standard formulation work need to pay special attention to key problems are discussed,so as to promote the domestic social stability risk assessment of occupation standard come on stage and promote the sustainable healthy development of the industry as a whole.
