摘要
近年,在以习近平同志为核心的党中央领导下,监狱认真贯彻执行党中央决策部署,依法履行监督职责,为推动社会主义法治进程作出了巨大贡献。但近几年,监狱一些徇私舞弊、滥用职权等司法腐败的案件屡屡发生,严重损害了司法的权威和公信力。党的十八届四中全会提出了“推进以审判为中心的诉讼制度改革”,对我国司法改革和刑事诉讼制度的完善、杜绝司法腐败有着重要的指导意义。监狱如何适应减刑、假释案件的实质化审理新形式、新要求,以确保案件质量,保障社会的公平正义,值得监狱有关部门深思。
In recent years,under the leadership of the Central Committee of the Party centered around comrade Xi-Jinping,prisons have conscientiously implemented the decisions and deployments of the Party Central Committee,fulfilled their supervisory responsibilities in accordance with the law,and made significant contributions to promoting the process of socialist rule of law.However,in recent years,judicial corruption cases such as favoritism,fraud,and abuse of power have repeatedly occurred in prisons,seriously damaging the authority and credibility of the judiciary.The Fourth Plenary Session of the 18th Central Committee of the CPC,proposed the reform of the litigation system centered on trial,which has important guiding significance for the improvement of China’s judicial reform and criminal litigation system,as well as the eradication of judicial corruption.How can prisons adapt to the new forms and requirements of substantive trials of commutation and parole cases,in order to ensure the quality of cases and ensure social fairness and justice,is worth pondering by relevant prison departments.
