摘要
作为目前国内规模最大、体系最为健全的慈善组织网络,慈善会系统的发展对于推动社会治理现代化和第三次分配都至关重要。早期的结构理论从部门视角出发认为独立性是理解社会组织发展的关键,然而这些研究既无法从理论上厘清慈善会产生与发展的制度背景,也无法在政策上予以指引。因此,本文引入制度逻辑来理解和解释慈善会的产生、发展和转型问题。研究认为合法化机制与行政推动是慈善会发展的核心动力。作为一种混合组织,慈善会发展的核心问题是如何有效地混合行政逻辑和社会逻辑,即在发挥政府背景优势的同时确保其自主性。在功能定位上则应该兼具行业协会和基金会的职能,搭建服务、孵化和传播等三大平台。
As the largest charitable organization network in China,the China Charity Federation(CCF)system is crucial for promoting the modernization of social governance and the third distribution.Structural theories hold that independence is the key to understanding the development of social organizations.Yet neither can previous studies explain the emergence and development of charity federations,nor can they provide policy implications.In this context,this paper explains the development and transformation of the CCF from the perspective of institutional logic.The article argues that legalization and administrative power of the government are the core driving forces behind the CCF.The key issue for the development of the CCF is to ef fectively combine the administrative and social logic,that is,to ensure its autonomy while taking advantage of its government connections.The CCF should assume the functions of both industry associations and foundations,serving as platforms for providing services,incubation and communication.
