摘要
第三次分配作为一种基础性制度安排,必须经历一个制度化的过程才能发挥制度预期功能。基于制度理论,这一制度化过程需要激励机制、承诺机制和信念机制发挥作用。我国第三次分配制度体系已初步建成,但还面临激励机制不成熟、承诺机制不完善、信念机制不成熟等问题,三种机制的作用发挥有限。根据中国特色第三次分配制度目标,结合制度化相关理论,文本提出中国特色第三次分配的制度化机制建构路径,指出应设计第三次分配有机协调的激励制度矩阵,建构策略完备的第三次分配规则和网络体系,凝聚第三次分配融合性价值认同的共识。
The Third distribution needs to go through a process of institutionalization from a basic institutional arrangement to exert its expected system function.According to institutional theory,there are three formation mechanisms in the process of institutionalization:incentives,commitments,and belief mechanisms.At present,the role of the three mechanisms of the Third Distribution system is limited,which is reflected in the inadequate realization of the incentive mechanism,the insufficient restraint effectiveness of the commitment mechanism,and the immature belief mechanism.Based on the relevant theories of institutionalization,the article point out that in the third distribution field,efforts should be made to design a coordinated incentive system matrix,construct a comprehensive strategy and network system,and build a consensus on the fusion of value recognition.
