摘要
优化高等教育结构是我国教育治理体系和治理能力现代化的基本问题。高等教育结构与质量的基本经验和逻辑关系有待彰显。通过梳理新中国三次重要的高等教育结构嬗变,探讨结构如何影响资源配置和人才规格,进而带来教育质量的差异。借鉴相关理论阐释高等教育结构与质量的作用机制,研究认为:政策与制度规范下的行动者权力,通过结构关联度、互动方式等结构性因素,产生资源配置差异,是影响高等教育质量的决定性力量。高等教育结构决定高等教育资源供给的方向,高等教育结构与质量的关系在互动中建构。
The structure of China’s higher education is a basic problem on good governance.The experience and logical relationship about the structure and quality of higher education are necess-ary to be examined.Byreorganizing the evolution history of the structure of higher education sin-ce the founding of New China,it analyzes the influence between the structure of higher education and resource,and then the outlet higher education quality.After constructing the analytical frame-work of the structure and quality mechanism of higher education in combination with relevant the-ories,research found that the initiative of actorsunderpolicy arrangement and institutional norms generates resource allocation differences through structural factors such as structural relevance and interaction,which is the decisive force that affects the quality of higher education.The structure of higher education determines resources allocation,and the relation of higher education structure and quality are form in interacting.Its theoretical value will become a profound significance of the governance modernization of higher education in China.
